Delivers the Vulkan module's entrypoint to the Vulkan render module.

Registered by the Vulkan render module under vulkan_module_dependent. The Vulkan module invokes this during its own initialization; it locates the Vulkan render module's main entrypoint through the loader and transfers the Vulkan entrypoint into that module's dependency queue, where the Vulkan render module is blocked waiting for it.
